Is it recommended to turn it on?  What will happen if I turn that option on?  Will it be more helpful for the devs?

I'm talking about the Detailed error data collection option under Norton Community Watch (see settings), NOT Norton Community Watch in general.  By default it has ask me, should I toggle it over to always?

Yes, you can keep it ON. This would be really helpful for detailed analysis about the unknown threats & detection from your system and this would help us to resolve the threat quicker.
