Norton Controlling the Remote Desktop Service - Can NOT Disable

I really need to know why Norton Internet Security has hijacked control of my Remote Desktop Service setting and will NOT allow me to set the Startup Type to 'Disabled'.

After completing a fresh install of Windows 7, I went into Services and disabled all Remote Desktop and Management functionality. I did a few reboots and kept checking to see if the Remote Desktop would remain 'Disabled' and it worked fine. Next, I installed Norton Internet Security and suddenly my Remote Deskstop Service had its Startup Type set to 'Automatic' and it was running. I stopped the service and set the Startup Type back to 'Disabled'. After rebooting the machine, Norton set it back to 'Automatic' again. In fact, everytime I reboot the machine Norton changes the Remote Desktop Service back on and alters its Startup Type to 'Automatic'.

How is it that a product that is supposed to PROTECT my PC from vulnerabilities is actually making my PC less secure against my will ?? I do not want nor need Remote Desktop Service to be running on my PC at all times.

Can someone please explain what is going on and why the Norton product is behaving this way?
