Norton does not block "yellow" warning links

I tried out "Wat Zat song" and "ti calc."  Both of these sites are rated by Norton Safe Web as yellow (caution), but Norton Internet Security did not display a popup or full screen warning.  Defect or intended?  If intended, I would recommend a full screen blocker like WOT or what NIS do with malicious sites.
