Norton Download Manager behaves like a virus - help!

My computer has started waking up from sleep all of a sudden. I hadn't noticed it much, since the computer is at the end of the hallway, and I've been traveling. However, for the last few days I've been working from home, and each day I come in, and the computer is on. When I turn on the screen, there's a Norton window, telling me my current NAV isn't compatible with Windows 10, do I want to upgrade. I'm not running Windows 10. So the first time I cancelled (after clicking next - there are no other options, it forces you to upgrade). Then I started clicking yes. The window just disappears on it's own. WTH? It's never upgrading.

So, I uninstalled Norton antivirus, tried to purchase a new version and see that NAV is gone - it's all Norton Security now. Interesting. I purchased a license for Norton Security, and installed that. So far, so good. Except that upon returning to the office after dinner, low and behold, my computer is on, AGAIN, and there's the freaking Norton window telling me my version of Norton Antivirus (what the hell? I'm running Security now), is incompatible with an operating system I"M NOT RUNNING, and forces me to go through the not working upgrade process.

This, by definition to me, is a virus. Norton is the virus. It's waking my computer up from sleep (disrupting to say the least), forcing me through a process that I cannot kill or cancel or get out of - and the final piece de resistance? It doesn't even work! Has anyone else experienced this, and figured out how to make it stop? I've read another thread where people were told to not use the download manager, to download directly - which I technically already did; I uninstalled Norton Antivirus, downloaded Norton Security fresh, and yet this still happens. The "download manager" appears to be baked into the Norton process; I cannot kill it, it's a part of the main NAV process, and there's no windows separate service I could disable. If this isn't resolved, I'm going to walk away from Norton and uninstall it completely. This is nuts! Help! Any suggestions?
