I recently set up a brand new HP Prodesk desktop PC (Win 7 PRO - 64 bit was preinstalled)
Ono of the first tasks I carried out in the setup was to download Norton 360 using the last of 3 downloads showing on my account. The install went fine, and it functions as expected.
However, I now notice that a Norton Download Manager tab opens up everytime I open I.E.11. Is there anyway to stop it?
Following suggestions from another post on this subject I have checked MSCONFIG - Start Up tab, and there is no Symantec products listed. However, Norton 360 is listed under the Services tab.
I also note that under the General tab, Selective start-up is selected, not Normal start-up. Not sure why this should be, and if it has any bearing on the Download Manager issue.

Thanks for the prompt reply.
I changed the setting to NO, and shut down IE. I relaunched IE, but the Download Manager tab stil appeared.
I rebooted my system, and tried again but still no joy.

Please open task manager and see if in addition to 2 N360 processes (show processes for all users), there is a third exe for Symantec.
Also in the Search box when opening programs, type "services" and see if there are many Symantec/N360 services or one.
I'm assuming that you have no other Norton products installed.
You may have to uninstall your product, reboot, use the NRT, reboot, download a fresh copy from your Norton Account, save to Desktop and run the Download Manager from an account with administrator privileges.
Please post back the results.

1. Only 2 'exe' listed under "Processes" in Task Manager.
2. Services search - only 1 Norton service listed. No Symantec services listed.
3. I have no other Norton programs installed. There are two entries listed in the Start - All Programs list.
One is called Norton and has a subfolder "Norton Installation Files".
The other is called Norton 360 and has the usual subfolders (Live Update, Recovery Tools, Uninstall, etc)
I do not have any more available downloads for Norton 360 on my acount.

Try to change the setting to Normal & reboot.
Also, in IE, Manage-Add-ons, section Run without Permission & All Add-ons do you see any entries related to Norton Download Manager??

There are no Download Manager entries in Manage Add-Ons
Changing to Normal Start-Up did not cure it.

When N360 is installed Reboot once more.

Did it come with any preinstalled security programs? If so which and how did you remove before installing N360
When you ay Download manager TAB do you mean a tab on the browser or a desktop icon?
Is this Windows 8?

If you have a valid Norton subscription, you can uninstall/reinstall as many times as you wish.
Norton will pick up the product key upon fresh installation & install.

My PC did not have any security software pre-installed except for some proprietery software called HP Client Security (the PC is from HP's business PC range). The PC is brand new, and installing Norton 360 was pretty well the first thing I did when setting the PC up
It came with Win7 64-bit pre-installed
The Download Manager opens as a tab on the browser. It opens alongside my home page tab when I open IE11.

Please see in IE section View Downloads if there is an .exe running. ( like Download Manager).
Also, I would suggest a complete uninstall/NRT/reinstall procedure of N360.
When you installed Norton the last time, was it via the Norton Downloader?
Did the process failed and you initiated a new one and when the first resumed it created a conflict?? (2 Download Managers running?)

That ties in with what I saw on the HP site for that model.
My guess is that there is an unfinished download there in the system. I'd follow the suggestion to completely uninstall N360 and reinstall it. I'd use the Norton Removal Tool and after running it I'd look in the Control Panel / Programs listing and see if Norton Download Manager is listed there, as N360 would have been, and if so uninstall it there since I don't know if NRT, which sweeps widely, does catch the Download Manager or not.
After a thorough cleanup and reboot then I'd get the N360 from one of the latestn360 links that must match your KEY for standard or premier version of N360 ..... or simpler still to log into your Norton Account, if you can since there have been some problems reported, and download from there in which case it will be installed already activated and you won't have to bother about the key.

Thanks for all your suggestions, but none of them cured my minor, but irritating problem.
So, I installed and ran Norton Removal Tool, rebooted, checked Control Panel - Programs for any remaining Norton files (none).
A screen appeared which recognised that I had removed a Norton product and invited me to install a new version by signing in to Norton Management
Logged on to Norton Management, selected the Norton 360 entry which has a licence key which expires in Sept 2014.
Clicked on "download" and, as I feared, it said that I had no remaining downloads and would have to buy a key! I logged onto the UK Norton website, and I could see no facility for downloading and installing without further payment.
Previous posts in this thread have advised that I can reinstall Norton 360 as many times as I like on my PC as long as I have a licence key reference.
Please can someone advise how I do this?

I hope that you ran the Norton Removal Tool after normally uninstalled Norton via the Control Panel.
Also, the screen you mentionning is strange, I had my Norton product uninstalled 3 times the last 4 months and each time I went manually to my Norton Account and downloaded a fresh copy of my product.
Hold on until someone else too provide further info.

Difficult to say, some users will tell you it's ok, personally I do not recommend it.
Check in Event Viewer if there are any new errors or warnings after the uninstallation of N360.

Did you use the Dustbin in Norton Management against the installation you had uninstalled to cancel the activation or was it no longer shown there?
This just means that the central database has not been updated -- I'd use the CHAT link and they will cancel the activation of the one uninstalled, and probably handle the download for you .....
I don't think the dtabase is affected by using the normal Uninstall -- personally I've never experienced that altering the number of activations but that might be because I was not up against the limit.
These should download the appropriate version of N360 as trials and then you can either Check Subscription Status or enter the KEY manually.

Sorry, I am a bit of a novice, I have no idea what this means. I can't see Dustbin in My Account screens.
By the way, since uninstalling N360 I note that when opening IE, the pesky Download Manger tab still appears!

This could be a sign of malicious activity, with Norton unistalled, Norton Download Manager shouldn't pop especially in IE!!
