Does NS function across one drive, 2-partitions, automatically ?
Alternatively. Do I need to install NS on both partitions of the drive ?

My experiences with dual-boot / VM scenarios over the years. Shows you'll need a separate Norton install on each OS as they are installed. Although they're on the same HD they're not accessible by Norton across one OS to another.

I speak from memory since it's a long time since I set up and used an active dual boot but I'm pretty certain that everything has to be installed again unless it is for some reason in the root (?) of the systems.
I've always used EasyBCD and strongly recommend it:
It says it is Windows 11 ready but I'm not beyond Windows 10
