Norton email scans cause Outlook 2007 to get stuck at "preparing to send / receive"

I'm experiencing the exact same problem as other people using Norton and Outlook 2007 are experiencing, as described here:

The email send/receive process gets "stuck" occasionally where emails do not get sent nor received - it just seems to be stuck.  It requires me to manually end Outlook in task manager.  When I re-start Outlook the problem still persists.  Then I tried disabling Norton 360 email scanning (both incoming and outgoing) and re-started Outlook.  After doing that, the problem is gone temporarily.  I can even re-enable Norton email scan and it stays fixed for awhile.  However, it eventually happens again and I have to do the same thing over again (manually end Outlook task, open Norton, disable Norton email scans, re-start Outlook, re-enable Norton email scans).  It's very frustrating and sometimes I have to try multiple times to get it to work again.

 

I've chat with Norton tech support two times about this.  The first rep told me to uninstall Norton and see if the problem is fixed.  I uninstalled Norton and the problem was fixed.  So Norton is definitely the culprit.  The second rep gave me a download link to upgrade to Norton 360 version 4.  I upgraded to version 4 but the problem still persists.  Is there anything else I can try?  Perhaps a different setting in Norton?

 

I've used both Norton and Outlook together for around 10 years and I've never had a conflict like this before.  It only started happening a few months ago, perhaps by a software update by one of the two.  Can anyone offer a recommendation?

Can you tell me what you mean by "reset your pc"? 

 

I'm wondering if there are any other settings in Norton I could change to make it work. 

 

Does anyone think upgrading to Outlook 2010 would solve the issue?

By 'reset my PC' I meant turn it off then back on again.

I've restarted my pc many times after the upgrade to version 4 and the problem still occurs.  It doesn't happen every single time though.  Once I get it fixed, it works for awhile, say a couple of days, but then gets stuck at the "preparing to send/receive" again.  I have to repeat my temporary fix procedure to get it working again.  But again, the problem will repeat after a few days.

 

Again, the temporary fix procedure is as follows: 

 

1) Close Outlook (must be closed through Task Manager because it stays in background when this problem is occurring).

2) Open Norton 360 -> Settings -> Antivirus -> Scans and Risks tab -> Change Email Antivirus Scan to Off

3) Open Outlook

4) If emails are being sent/received properly, then I can re-enable Email Antivirus Scan back to On. 

 

This fix usually lasts a few days.  I have to repeat it when the problem occurs again.  In Norton's settings, there are many possible settings that I could try adjusting.  For example, the "Microsoft Office Automatic Scan" is set to Off by default.  Can anyone recommend changing any particular setting so that the problem never occurs again?

 

At the least, can anyone from Norton report this possible bug to a supervisor?  Perhaps a Norton software update will correct this.   As I mentioned, I've been using both Norton and Outlook concurrently for 10 years and there hasn't been a problem like this before.
