Norton Error 3038,103 when scanning WINRAR ENCRYPTED PASSWORDS Files

Similar problem to that as posted by Octican .

Completed recomedations as advised (IE) Power Eraser,Uninstalling and reinstalling, but to no avail.

Anyone help with this.
