Norton Extensions Causing IE Startup Freeze on Surface Pro 3/Windows 10

I have a Surface Pro 3 that I factory reset back to a clean Win8.1, followed by an immediate upgrade to Win10, then a clean install of Norton 360. When I start IE11, most of the time it freezes for 3-5 minutes before the new tab screen appears and IE becomes responsive. I have found that if I disable the Norton extensions, the problem goes away. Actually, it seems to be the Norton Identity Protection extension, but if I just disable that extension, then the Norton toolbar disappears except for the X button to disable it.

If I restart, the problem usually goes away temporarily, but I don't think it has anything to do with fast start, because if I just close and restart IE (no shutdown involved), the problem will come back, sometimes immediately and sometimes after a couple of close/restarts. Can anyone help me?
