Norton Firewall Exceptions Not working

I have been running a web server for years on IIS and using Norton as my antivirus, I have gone and created port exceptions to allow traffic through the firewall specifically port 80 for the server http traffic. In the last couple days I had to reinstall Windows 10 from scratch and reinstalled Norton, I went about the usual process of setting up the firewall but cant open port 80 via Norton.

Currently If the Norton Firewall is disabled then port 80 is open (so its not a router problem or windows issue),  If the Norton firewall is enabled then port 80 is closed.

I have a rule in place at the top most level to allow port 80 remote and local access for all computers.

To verify that the rule is being seen I modified the rule to show history logs for whenever it is active, It shows a log attempt for whenever port 80 is triggered by an online port checking tool.

If I modify the rule to apply to all types of communication then the port opens, why can I get the single port to open and what can I do to fix this.

I am running Win 10, Norton Version 22.5.4.24 from xfinity
