The Issue: The Norton Firewall does not remember when you select always allow. You can clearly see the issue in these pictures. Norton never adds the rule to the list of firewall rules.
I have reset the firewall, same issue afterwards.
This issue needs urgent attention. In a work environment, these issues occur every few minutes.
Please Fix!!
I was having the exact same issues with version 8.6 which came out almost as soon as Big Sur did; although I wouldn't be surprised if those who have not upgraded are having the same issues on earlier versions of macOS as well. In my case, it seems to "discriminate" against 2 particular apps, CommCenter that the OP is also having a problem with and my nVIDIA Shield Connecting to Google Chrome on my Mac. I have repeatedly authorized connections to/from both apps as well as to/from my nVIDIA Shield IP; yet, I am getting these pop-ups for them time and time again. All other apps on my Mac work as they should, prompted the first time and then I don't hear about them again.
At around this weekend I have had enough, removed Norton and installed trial version of BitDefender, which works like a champ so far; no issues with Big Sur either. I probably won't bother trying Norton again until 8.7 comes out or a version where Norton specifically acknowledges the problem and says that it is resolved. And if this doesn't happen by the time my 30 day trial of BitDefender comes out, I will be very tempted to just buy it and not renew my Norton subscription.
