If your new computer came with any security program preinstalled, that will have to be removed first using that company's removal tool. If you installed your Norton product with the previous security program still installed, it will interfere with the functioning of your Norton product and you may not have got a clean install of your Norton product.

and its just said SNOAR failed to load
The advanced protection is now fixed but not the email in and email out

Email scanning will only work if you are using the default ports for email----port 25 and port 110 and one of the email programs that Norton supports.

Can you check in Settings to make sure that the Email Antivirus setting is On.
Norton will not open now.
do i did to turn on email scan and my anit spam is turned off and SONAR advanced protection is turned off and so is early load. should i turn any of these on

Yes, you should turn all of these things on but the Early Load is not entirely necessary but I would recommend an On setting for it as it affords a little more protection at Boot time.

Could you go to the Help & Support Menu in Norton and click on About and make a note of the version number and post it to this thread. While you are in Help & Support click on Get Support and allow it to check itself and fix anything it finds.

That is Norton Internet Security 2009. You should update to NIS2010 which you can do for free, as long as you have a current subscription, by downloading from here, saving it to your PC and then installing.
After you install please run liveupdate until you get a message that there are no more updates.
