Norton Ghost 14 inefficient backups after Microsoft security patches

Have any of you noticed Norton Ghost creating really large C:\ drive incremental backups right after a Windows security patch?  I find that these monthly incrementals are nearly 80% of the whole drive, as compared to only about 4% of the drive when doing an incremental that doesn’t include any Microsoft security patches?  I’m guessing that each month Microsoft’s security patches generally overwrite the entire operating system (and more?), just to be safe, rather that just the files which need changing, thus resetting the archive bit for all such files.  This is very wasteful of space used for storing backups on external drives and on remote copy servers (and wasteful of upload transmission time).  Are any of you aware of any Symantec plan to avoid this waste?  If not, are any of you aware of some 3rd party utility which can reset the archive bit back off, for files which are still of the same size and check sum value as they were before each security patch?
