Norton Intenet Security/Block access to Online bank

I am not able to access the pay bill (secure) feature on my on-line bank. I contacted the bank (National City) and they forwarded me a link from Symantec:

Followed the instructions. After step 3, I was able to access the feature. When did step 4 of the Live update, feature was no longer

available once again.
