Hi,
I was wondering why MS Outlook 2003 was not able to receive messages after an idle period. I have to reboot every time when I return to my computer after leaving it idle longer than 15 minutes if I want to receive emails. Other programs are not affected seriously except for slowing down slightly. According to Windows Task Manager ccsvchst.exe consumes about 35% CPU time and blocks email communications.
Next experiment: I have been working on the computer for about an hour after rebooting. Everything was normal, Norton CPU usage was varying around 5-7%. Before leaving the computer I left the Norton IS Performance screen open, so I could see the CPU load history after returning from idle. During idle Norton was busy with some interruptions at about 35%. After returning from idle the graph was not being updated for several minutes. The Full System Scan was in Stopping state then I manually canceled it (orange button in the Norton Tasks column). That task canceled in about 5 minutes. The Pulse Updates task has been running for 51 minutes and is still running despite I tried to stop it. The CPU Performance graph is updated sometimes (significantly less often than before the idle) and reports intermittent CPU usage of 2 instances of ccsvchst.exe 50%/50%. Windows Task Manager reports 30%-35% CPU usage by only one instance of ccsvchst.exe. Outlook is still not able to receive messages.
If you need more informatimon, I am ready to help testing and finally debugging this very inconvenient issue.
