I have adjusted NIS2013 so I will run a quick scan once per week. If I allow the quick scan to remove harmful cookies then NIS will wipe out all my cookies in Internet Explorer 10. I am also using Google Chrome (newest version) and these cookies are never deleted.
NIS2013 informs me that it found like 3 dangerous cookies and removed them but next time I open Internet Explorer 10 all my cookies (including the useful ones) are deleted.
I had noticed that if NIS2013 is activated because the computer was idle the cookies are not deleted during a scan.
I have now adjusted my settings so NIS does not remove any cookies, but I would like to report this problem as I believe it should be possible to look for harmful cookies and remove them without wiping all other cookies.

To allow selected cookies to be kept follow the instructions below then use C cleaner to delete cookies.
To ensure that you are only keeping the legitimate cookies, delete all cookies first then visit the websites to collect the cookies by performing the normal tasks on the website so that the only cookies you have are the ones you require.
Disable cookies from Norton scan (NIS) by clicking the Norton icon, click settings, click computer, click computer scans, switch tracking cookies scan to ignore, click apply, click ok.
To set selected cookies to keep in C cleaner click the C cleaner icon, click options,, click cookies, click on cookie to high light use arrow buttons on centre pane to move cookies from one pane to another.
C cleaner has two useful buttons, cleaner and registry the cleaner button doesn’t need a registry backup but the registry button does, use mzbackup before running the registry button. Cleaning the registry can cause problems so its is best to leave it alone, research on the web for information.
On the left hand pane of the registry user interface there are check boxes that can be unchecked so that the files in these locations will not be affected.

A number of people are reporting this and I've experienced it myself. I did what you have done and set the tracking cookies thing to IGNORE.
I think the problem with << as I believe it should be possible to look for harmful cookies and remove them without wiping all other cookies. >> is that cookies are not really harmful in any definable sense. Even tracking cookies that tell the website where you are and set the website locally if you come back are useful to some although in my case I am normally searching for information for people I'm helping on the internet and do not want it restricted to my locality!
I will ask Norton if there is a way to distinguish log in cookies from others without adding to any risks.

It is no big problem then. Every thing works fine when I adjust to ignore cookies.

You explained it very well, but I made a mistake when using CCleaner. I found the cookies under another option and thought that it was the right place. I have just finished selecting all cookies to keep and cleaned after I reread your explanation.
When I checked the folder for cookies (both for Chrome and IE) there were some (not that many) cookies left that I hadn't asked to keep.
It will be nice next time that I want to run CClean now that I have selected all the cookies to keep.
I have tested both Chrome and IE visiting some pages where I need the cookies, and they seemed to work fine.
