Win 7 64-bit system: The icon does appear in the lower right hand corner and it would appear that Norton is functioning, other than when I click on Open Norton Internet Security, I cannot see the splash screen and cannot access controls. When I reboot the computer the splash screen appears momentarily but then disappears. I've done 2 reinstalls and updates and this does not fix the problem. Is this how the Norton Interface is supposed to behave?

What you are seeing is not 'normal' NIS behavior. I suspect that something else is acting out on your system. Have you been able to do any full scans, either desktop or in safe mode? If you can download, install, update and run Malwarebytes free scanner

it might provide some additional clues.

While you are unable to access the Norton interface, does the Norton icon in the system tray still appear with a green check mark?
Do you use Tortoise SVN software? There is a known issue that is fixed by updating Tortoise.
I have windows 7 pro, I had issues betting norton Internet security 2013 to open, an that blocked outlook, chrome and ie from opening because it was looking to norton for something. I decided may e something got past the av so restored from a full back up done on 9/28. After the restore all was well. I the got the flag saying windows 7 needEd updates, so I looked and windows shows 17 important updates. I let the updates run, reboot, and low and behold, the problem opening norton is back. I'm in the process of doing yet another restore tom back up image but will NOT run the windows updat. There is something in the window update (not sure which one as there were 17), is conflicting with Norton Internet security. My windows is 7 pro 32 bit, norton Internet security is 2013. Any ideas which update is the problem?
