Norton Internet Security: Firewall continues to ask repeatedly for applications on list

I have placed applications on the Allow list with Applications Blocking. I continue to get pops up asking about them. I repeatedly check the box for "Don't ask again for this application." I have removed them from the list and add them back in and it doesn't help. Any guidance?

I have tried the manual add. Plus removing it and trying multiple times. Still no luck.
