Last night I removed NIS and told it to save my settings. Then I re-installed NIS, did a Live update. The system appears to be running fine 15 hours later. The whole process took a good hour.

I do not think you had the problem with an infection the OP had.
The reinstall has been known to fix the problem you had.
When you reinstalled, did you use a CD or did you download again from Norton? One houe seems a little long. I just had to do this and it took about 30 minutes.

I used the CD.
OK using the CD could explain the time. The CD will have the install files from when the product was originally released. That means many more updates have to be downloaded.
Next time we can direct you to a direct download for your product, or you can go to your Norton Account and download from there. It will be much more current and require fewer updates.
Got my inactive Norton IS back again.
No problem found on full scan.

If you are referring to the Alureon infection, you need to go to a malware removal site. Dick gave you a list in his post above.
