No-one asked you to argue with Norton (or anyone for that matter). All I asked was whether you had contacted the seller or not -- as I've said repeatedly we have experience reported here by users where something had indeed gone wrong and the supplier put it right.
If he did for you then wonderful and you are not out of pocket.
If he did not and told you his stock was genuine then you have a fact to go back to Norton on; not to argue about but as you have done here to ask how this happens and maybe enable them to find out what went wrong and where.
floplot has corrrectly pointed out that there can be delays in the database updating and catching illiicit keys just as you found out that yours was not refused when you first activated it.
If you would like some help just start by helping yourself by doing what strikes me as absolutely normal: ask the supplier, not just 4 other purchasers ...... I hope you paid by credit card and entered a dispute with the credit card company since you only have something like 60 days to do that.
