Norton Internet Security won't turn on and cannot be opened to do so

I have an HP laptop with a Windows 8 OS. It came with Norton Internet Security on it and I have been running it for about two weeks now, but am now getting the message "spyware and unwanted software protection: Windows Defender and Norton Internet Security are both turned off." When I click on the link, it opens an option to turn Norton on, and then 'thinks' without changing its status. My desktop link and my app on the homescreen will not open either, and there is no response if I click on either.
