Norton Internet Security won't uninstall

OS: Windows 7 Home Premium 64-bit (6.1, Build 7601)

I purchased a 1 year subscription to Norton Internet Security somewhere around 3 or 4 years ago.  I did not renew my subscription after it was over.  Since then, I have regularly (like once a month maybe?) gotten a popup asking if I want to renew.  Up until now, I did not mind, because I thought maybe I would eventually renew.  However, starting a couple of days ago, I have gotten a popup trying to prompt me to "Install an updated version of your Norton product for Windows 10".  

I do not want to do this because a) I do not have Windows 10, nor do I want to get Windows 10 at this time, b) I (still) don't have an active subscription to this product, and I have no immediate plans to renew. 

This popup gives me two options:  "remind me later" or "next".  If I choose the former, it shows me the popup again after about 5 minutes. There is no option to remind me at some later date.  Also, the top-right "X" button is grayed out, so I cannot close it, so I closed it from Windows Task Manager.  

 

I then attempted to uninstall Norton Internet Security from the

Windows Control Panel > Programs > Programs and Features > Uninstall or Change a Program

After uninstalling I restarted my computer.  But I immediately got the popup again.  

I then went to the Norton > Norton Internet Security folder and clicked "Uninstall Norton Internet Security" which basically did the same thing as before (opened the same uninstaller).  Again, I restarted my computer and again, I continue to get this popup, even though I no longer see any Norton (or even Semantec) products listed in my Programs and Features. 

So, I did some googling and found a Norton Removal Tool here:

I downloaded/installed/ran it and made like it was removing stuff and eventually prompted me to restart my computer, so I did.  After restart, I got no immediate popup, so I thought maybe that did the job.. however, after about 30 minutes, I got the popup again.  I did nothing.. I was actually on my other computer at the time so this computer was sitting there idle, and out of the corner of my eye I saw the popup.. 

So I ran the removal tool again.  Restarted the computer, and.. same thing, only a more immediate popup. 

So I tried a different tactic.  This time when the popup happened, I clicked the "Next" button and let it update the software.  First, it completes the update and then gives another popup with some error about communicating with the norton server (code 500), then shows me a popup stating my subscription is (obviously) not active, with option to either "remind me later (1 day)" or "renew".  If I choose to remind me later, it goes away.  BUT.. I continue to get the original popup prompting me to update the Norton product for windows 10!  AND, I get a renewal reminder about once an hour instead of once a day!

Also, after I did the update, I attempted to uninstall via all 3 methods listed above, and it's still doing it.  This thing just won't remove itself from my computer. 

This is getting really frustrating.  I really feel like this program is behaving exactly like the programs it is supposed to protect me from.  

PLEASE, someone help me to for reals get this thing off my computer.
