Norton IS 2013 won't open and I cannot connect to internet by wireless orf wire

I cannot connect to the internet by etherware or wireless and Norton IS 2013 will not open.  I uninstalled NIS 2013 and can connect. But I need a fix for NIS 2013 so it will allow me to connect.
