Norton keeps blocking router's IP address and file sharing

I got a new desktop PC along with Norton Security. After installing Norton I cannot access the IP address of my TP-Link router nor can I access file sharing via my old Notebook laptop.

Whenever I access the IP address (192.168.0.1), I get a message saying "Your Internet access is blocked. Firewall or antivirus software may have blocked the connection." Curiously, normal websites continue to work perfectly fine.

No matter how I try to find the solution whether it's momentarily disabling Smart Firewall or changing the Device Trust setting to Full Trust, I cannot access the router's IP address but I can on other devices.

I also cannot share files via Network from my Notebook to my desktop. Using the troubleshooter tells me that the firewall is blocking it.

The closest I ever came to solving this problem is that when I tried to uninstall Norton for a short time, I was able to access both the router and file sharing. Reinstalling it caused the problem to come back.
