norton manager is not working so I couldn't download any program or software as I tried to reinstall the anti virus. Any help?

My norton 360 disappeared and I couldn't uninstall nor reinstall as norton manager is not working. Live chat support was unable to help either. I can't download any softwares or program. Anyone got a clue how to resolve the issue?
