Norton not scanning files and folders

I noticed this problem yesterday, when I attempted to run a scan of my computer after downloading some files. When Norton begins the scan, the window pops up saying its scanning common files and areas but it just sits there. The count for the folders and files won't go up. Just stays at zero.

 

I rebooted my computer and went to safe-mode and ran a scan. The only thing it found was a tracking cookie which it removed.

 

And then I restarted and went to regular mode and and tried the scan again and it still just sits there with nothing. And when I first noticed this issue, I let it run for like 6 hours or something and it was still at zero.

 

And on top of that, when I go to the main Norton AntiVirus widnow, my CPU is at 100% and Norton ranges anywhere from 60-100%. I have also tried to run a Custom scan of the folders on my C:and D: drive (my harddrive is spilt into two partitions) and it comes up saying theres no viruses and 0 files and folders. Which of course, there are.

 

I am at a complete loss at what to do.

Memory: 3GB

OS: Windows Vista Home Basic with SP1

Norton: AntiVirus Gamin Edition 16.5.0.134 with def updates from today
