I really like the idea of the Phishing Protection toolbar. Yet, I don't ever see it alerting me even when I'm surfing on a website that is a phishing site for sure. How exactly does the toolbar work? Who decides what's phishing and what's not?

 

Is it possible to at a community feature to it like it's done at mywot.com?

There are two technologies integrated into the NIS toolbar to identify whether a site is a phishing site. Every site is checked through a blacklist of phishing sites that is updated multiple times per day. In addition, given the dynamic nature of these sites, Norton also analyzes the page with advanced heuristics to detect new phishing sites that are brand new and Symantec has never seen before.
