Norton Premium Family Plug In - Stop disabling plugin under google chrome

Having an issue, with the Norton plugin services for Google chrome, where they're being disabled by a friends son.  

The son has their own user account which is running in a locked down account, cannot execute programs from within the local profile (gpedit), all non essential programs are blocked (Using a created Group called BLOCK, which the user is a part of, which  denies execute against  exes in folders under program files), and google chrome is the only browser accessible.

Norton Family has been enabled, and plugins have been installed in browser.

When the son disables the plugins, a lot of the family protection is bypassed.  It looks like HTTP and DNS/IP blocking is still working; but all SSL traffic is being allowed through.

I don't have the ability to stop the person using the computer, only ensure that the machine is locked down.

Any ideas on how to force the plugins to stay enabled? or lock google extensions down?

Note:  They're being block from using a google account
