it just wont let me add shortcuts

I am also experiencing this issue.

What version of Norton Private Browser are you using? I was able to add a shortcut to my Version 133.0.29113.143 (Official Build) (64-bit)

I can’t add a shortcut either. I click the “Add Shortcut” icon, fill-in the screen, but then nothing happens. Using Version 133.0.29171.143 (Official Build) (64-bit).

just heard from @MarkLiquorman here Norton Private Browser only allows 6 shortcuts
