Norton - Restart Needed

I am using Norton version 18.6.0.29 on a windows xp machine.  I have run the live update several times in a row - it always updates successfully but states a restart is needed.  I restart the machine - run the live update again -but it always states that a restart is needed.  Anyone know the fix for this?  This issue has been for 2 weeks - I kept hoping a "patch" was going to get downloaded for issue if it was universal - but I guess by now it is just me.
