It could be the VPN service, but only if you have manually turned on the VPN or you are on an unsecured network.
It is more likely the Safe Web feature which uses the Apple VPN programming API's to provide the service. It does not get routed to any outside servers.

It's the VPN service of Norton 360. Basically it's routing the web traffic from your device to their VPN server. I don't see any issue here
What iPhone and iOS version are you using?
