Norton Safe Web Lite automatically upgrading to Norton Identity Safe

We are currently using the standalone version of Norton Safe Web Lite in our corporate environment to identify potentially unsafe sites/links.  This system has been working well for us for over eighteen months.  However, we are now getting reports that Safe Web Lite has been automatically upgrading to Norton Identity Safe.  This is especially troubling as all reports are that the upgrade is happening without notifying the user, and happening while the user is running under a limited account which should be unable to make modifications to directories under C:\Program Files (x86).

We are a financial institution, and already have a perfectly acceptable password database program for our end users.  For obvious reasons, we would prefer to not have user credentials transmitted to Norton's cloud.  Therefore, my question is two-fold:

1.)  Is it possible to prevent this upgrade that appears to be automatic?  Ideally, this would be something which could be done automatically and without user intervention such as a registry change or file replacement.

2.)  If it is not possible to prevent the automatic upgrade from Norton Safe Web Lite to Norton Identity Safe, is there a way to prevent Identity Safe from asking to save passwords?  Again, in our current situation it is not acceptable to have our users' credentials stored in Norton's cloud.

Thanks for any information you can provide,
