This has nothing to do with Safe Web -- this sounds like a limitation of ID Safe, which is a part of the Norton toolbar that in NIS09. I will ask the ID Safe team to respond to your post.

In order to help us, could you please tell us which URL you have a problem with? ID Safe does not care about upper case or lower case letters in URL.
As far as I understand, ID Safe is saving the name of URL in lower case letters, but if the server is Linux based, it will show a 404 error page if the required capital letter in the URL is missing.
Could you please post the URL which you are having problems with? ID Safe will not change the case of the URL.
