Norton Safety Minder fails to reinstall

I rebuilt our home PC and reinstalled Norton 360 successfully.   Now I am trying to reinstall NSM and I get an error each time that it cannot install, a request to send log files, and then dumped back to Norton Downloads and asked to retry or cancel

 

I searched online for fixes such as deleting a certain directory and I cannot due to security on a file.

 

Any help would be greatly appreciated

if you not allowed to delete the directory, follow steps mentioned in the below forum post.
