Norton Safety Minder not blocking any sites

Yesterday, I installed and configured Safety Minder on my computer.  I have 2 Windows accounts on the computer. One has Administrator privileges and the other has User privileges, for the children.  After installing and configuring, I rebooted. When I log into the computer as my children, they are not restricted as I had configured them.  I waited an hour, thinking maybe it takes time, for some reason, to update/synchronize the settings, but nothing changed.

 

I uninstalled it and rebooted. Reinstalled it and rebooted it. Nothing worked.  I just downloaded it and reinstalled it today and again, I can go to the sites I defined as blocked when logged in as them.  I am running Symantec Client Firewall (v8.7.0.58) along with Symantec Antivirus Corporate Edition 10.1.  My computer has Windows XP Pro and is not a member of a domain and never was. 

 

Any help or ideas??

Norton Safety Minder was designed for the PCs in the family environment, not in  the corporate environment,  and it's incompatible with firewall/av security products such as SAV 9 or SAV 10. (SAV = Symantec AntiVirus Corporate).
