Norton Safety Minder Not Responding

I am running Windows XP and Norton 360 3.0. My daughter has no activity listed online for the home computer. .I have the administrative user account and my daughter has a limited user account. Norton Safety Minder (NSM) is not responding on either user. NSM is listed in the start menu on both user accounts. Whenever you log off of any user account an windows error message pops up saying that NSM is not responding. I have tried to uninstall NSM, but after I type my user and password NSM freezes again and I have to shut it down through the task manager. I have had this problem several times in the past months and I have had to uninstall all of the Norton software including Norton 360 using the Norton Removal Tool on the Norton web site. After uninstalling all the software then I reinstall all the software including NSM. NSM works for a couple of weeks then I have the same problem. NSM on my daughter’s Windows 7 laptop works fine and the activity is reporting online. Is there a conflict with Windows XP?
