Norton Safeweb can't test Chinese URL. Bug?

Norton Safeweb can't test Chinese URL. Bug?

for example this URL:

http://新黨.tw

If you use Norton Safeweb Toolbar to see Safeweb report, it will become:

http://safeweb.norton.com/report/show?url=http:%2F%2F新黨.tw%2F

But it's wrong.

Correct one is:

http://safeweb.norton.com/report/show?url=%E6%96%B0%E9%BB%A8.tw

And I try to link some Chinese URL, all of them Norton Safeweb haven't test them.

I think it's maybe a bug, plz fix it.
