Norton Save & Restore 2.0 fails to load SR disk

I'm trying to do a system restore to resolve a minor but annoying corruption (so my PC is still running OK, Windows XP is loading etc).  However, when I try to boot from the SRD it gets as far as the oscillating green lines that should show the files are loading, and then it freezes there.  Even when left for 20 minutes it doesn't progress.

The SR disk isn't faulty - I burned a new one from the original iso and it had the same problem.

I cannot make a custom version of the disk with selected drivers on it because no custom option is offered with Save & Restore, and because when I tried to burn a new disk from inside the program I kept getting a Driver Mining Failure.  [Symantex provides instructions on how to fix this Driver Mining failure but the instructions are useless, because they depend on being able to access the Security tab of the relevant Temp file, and it doesn't have one in XP.]
