Norton Secure VPN stops Gmail from downloading emails

When I switch on Secure VPN in Norton Lifelock I then get an error message when trying to download gmail emails to Microsoft Outlook on Windows 7. The emails will not download. I also get a Google error to say that someone is trying to access my account. when I turn off Secure VPN gmail works OK. I am using Microsoft Outlook 2010.

There are some earlier threads created in 2017 with this exact same problem. However the threads have been closed and no solution has been posted.

This is Google protecting you from someone trying to hack into your account. When you have the VPN enabled, you appear to be coming from somewhere Google is not expecting. So they put up these flags and you have to verify it is you. 

Sometimes, if you have verified it was you for a number of times, Google will allow the connections.
