If Norton Security blocking FTP to access your computer do the flowing steps
1 - in Norton window open settings - firewall
2 - in general settings looking for public network exceptions - Click ( configure [+] )
3 - in the list find (Remote Procedure Call) and mark it with (X)
4 - at last Click apply
