Norton Security (22.2) 2015 is blocking my Internet access for several minutes when I power up from a cold boot. I could not find a setting to stop this, so I uninstalled NIS completely and activated Windows 8.1 security. Immediately the problem went away and did not return over a period of days. I talked to online chat support and they had me "reset" IE latest version setting, and then reinstall NIS. Problem has immediately come back. I am on an HP 64-bit desktop using Windows 8.1 and IE 11.
I noticed the following entry in the history report for this morning:

NOTE: I discovered this msg occurring after every hard boot. If I manually reset the Qualcomm adapter, the issue is immediately cleared. If I do not, and wait for up to 5 or so minutes, it clears itself!
Is there a known condition whereby NS blocks Internet access upon boot while the software does certain tasks?
