I sent a message to Norton inquiring about the VPN issue. Over the past 3 years I have had intermittent problems with Norton's VPN --sometimes at a new macOS update and at various other nondescript times. I am attempting to determine if this is a Norton or a macOS issue since others have had similar problems as evidenced from Google searches involving macOS & Norton.
Therefore, I have only infrequently bothered with the VPN over those 3 years and will await a reply from Norton to my inquiry before I continue with any possible fix.
So I needed to uninstall the VPN client because I removed the settings from Mac preferences, as those settings need updating. The reinstall only updates the preferences by adding the new correct info.
I agree with you that Mac users get treated like second-rate citizens from Norton, the product is no way near as good as the Windows counterpart. As an example, for me Windows Defender for Mac detected some viruses that Norton missed.

That is what I assumed would occur although given Norton's one-half of a year or more timespan between Mac-related updates, I should have not expected a timely fix.
Some of the Mac users here posted that an uninstall/reinstall did not fix the issue for them and you are one of a few who has confirmed that as a fix. Thank You
I will likely uninstall/reinstall the entire program since other minor items are not functioning properly. If that does not work, then I might try your fix. The VPN is not critical for me so I am not in a rush to fix it -- just assumed Norton would provide a fix in their next ( this) update.
Right now uninstall and install is the only fix for this issue. They should have added a mechanism to detect this issue and fix it w/o the hassle of uninstall and install again. Looks like many users are affected this issue but not all are going to uninstall and install it again.
