Norton Security Issue

i'm running windows 7 with norton version 17.8.0.5

 

my problem is i'm getting random pop-ups. also i'm getting pop-up ads that look like  windows notification boxes that tell me i need a computer scan or that i'm such and such visitor and that i won (i never click them). i'm not getting very many of them. maybe 1 pop-up every 15 - 30 minutes. the weird thing is the pop-ups look like the current website i'm visiting. example: i'll be on netflix.com and a pop-up will come up saying i'm a winner and to take a survey for netflix. the same when i came here to norton. got one saying norton selected me as a winner. 

i'll run a full system scan with norton. it keeps finding 3 threats everytime i scan. whats also weird is norton won't give me any notice of anything when these ads do pop up.

 

any help is much appreciated.
