I use Norton Security Deluxe v22.19.8.65 on Windows 10 Pro. At startup, the Norton icon is always greyed out (does it mean the protection is off?), have to wait for three minutes to get it on. Been having this problem since v22.17.... Please fix this asap. Thanks.
We have released Norton Security 22.19.9.63 product update for Windows fixing an issue where "System tray icon remain gray and takes a long time to load after install or reboot.” via LiveUpdate. Please run LiveUpdate to receive an update and let us know the issue fix. Thanks for your patience.
If disabling Windows Fast Startup (Win 8.x/Win 10 only) and/or changing Boot Time Protection (Settings | Antivirus | Automatic Protection | Boot Time Protection) to Aggressive as SoulAsylum suggested doesn't help after a few re-boots, please see Symantec employee Gayathri_R's 14-Aug-2019 comment in sparks118's thread Tick Icon Changed Colour:
" Thank you for reporting this issue on the Norton Community. We are sorry about the inconvenience, but we have reported the issue, 'Norton System tray icon is gray on system startup' to the concerned teams. We are working on a fix, and once it has been made available, we will update this thread. Once again, we are sorry about the delay..."
Affected users in sparks118's thread first reported their system tray icon will remain grey (status unknown) for several minutes at boot-up before the status changes to green (status okay) back in late May 2019 when Norton 22.17.2.46 was released.

While the device hands off the POST to Windows to complete the logon process, Norton will perform a boot scan. Depending on how you have it set it will take a bit for Norton to fully load after login. I have mine set at aggressive and fast startup disabled. Quad-core CPU with 12 GB installed memory. It does take a bit for Norton to fully load on this system but I consider it normal as its not something that is bogging the system down, just the system taking care of security ahead of other less important tasks.
I have my Fast Startup options disabled but it takes a few seconds longer for Norton to show Green check mark in my start up menu than previous product updates. This started with previous version to this latest update. It comes up but it takes little longer than it should in my opinion. I'm not waiting minutes but it is longer starting up after booting computer.
Hello Encryption. Check for fast startup being enabled in Windows. Disable it and reboot a couple of time to recheck the issue. Here is how to disable it in case you are not familiar with how to do it.
