I'm getting the same problem. I'm using Norton Security Suite version 20.2, and I get a message that says "Norton Web Protection Definitions: Failed to complete". Also, every time LiveUpdate completes, I always get a message that says that "Norton has turned off the Antivirus Protection" and also get a red and white x on the icon, even though my computer is fully protected by Norton. When that happens, I restart my computer to get a green and white check mark on the Norton icon. It seems that LiveUpdate will not complete without temporarily turning off the antivirus protection! When will the problems with LiveUpdate be fixed?!

I checked my previous LiveUpdates from earlier this AM and I have not noted any updates that did not complete. I am running Norton security Suite v 20.2.0.19 on a Win 7 64 bit system.
In regards to your AV Protection turned off - more info ( such as operating system would be helpful. There is a known situation with NSS that the Win 8 security center reports various Norton functions turned off - even though they are green on the systme tay icon. I admit yours' sounds a bit different since the icon changes. Perhpas if you try selecting Support from the main page of NSS and then Get Support. Let it update, run a scan and see what it reports.
Well, I ran "Get Support" as you suggested, and after that, I ran LiveUpdate. This time, the "Web Protection Definitions" finally updated successfully with the installation fix. Even though I still got a "Norton has turned off the Antivirus Protection" message temporarily, the Norton icon still has a green and white check mark. Well, thank you.
You are quite welcome - are you on Windows 8? As I said in the last post - there is a known situaton with WIN 8 faslely reporting Antivirus being turned off. As long as Norton is Green - you are covered.
