When Fast Startup is set to on (Default in Windows 10) a shutdown actually uses sleep mode so that the power up after a shutdown starts up the unit faster. After a shutdown and then power on later the Norton Security Suite application main menu will not open/display when you click the task bar Icon or click a desktop shortcut and also select open from the Start menu program item. The individual sub-options also will not run. If Restart is selected to reboot the unit then they work fine. The problem only occurs after a shutdown with Fast Startup on which actually uses sleep mode and then unit powered on, Have not seen the problem following a shutdown with Fast Startup off. I checked all other applications and so far only Norton Security Suite seems to have the problem. The current work-around used is to turn off Fast Startup option or do a restart after the power on completes if Fast Startup was on when unit was shutdown.
