Norton Security Ultra is not loading

My Norton Security Ultra will not open. I tried to reinstall but got an error code 9090, 0x80070490

Also, cannot get the 'live chat' function up to seek help via Norton support (have allowed cookies)

I fixed the problem via the first answer so didn't need to try this solution also but will refer back if i get in to difficulties again. Thanks for your help

This seemed to work thanks, although not exactly as described (NRNR uninstalled but i had to re-install manually) but the prompts got me there eventually.

lease allow all Norton pages content.
Please turn ad/content-blocker & VPN Off.  
Please allow all Norton cookies/ads/scripts/frames/trackers/beacons/etc.
Please allow all Norton pages content that may be blocked by browser extension &or built-in browser protection.

  • In Chat dialog click "Manage my account" -> click "Something else" -> type "Live Agent" -> until you see "I am transferring you to a specialist for further assistance".

You could try:

Flush DNS and Reset Winsock

and/or 

Have you removed Norton w the NRNR tool? Remove only, not remove and re-install
(Second option in step 5)
