Norton set to off and would not turn on

On a Dell Venue 8 Pro running Windows 8.1 and Norton version 22.5.2.15 and has been working since updating to this version in early august I noticed alerts in the Activity center that indicated the Windows firewall was off and the Norton Firewall was off and also alerts about anti-virus and anti-spam were off. When I open the control window that showed each item off and had the option to turn on selecting the turn on option produced no change. I repeated the attempt several times and they still remained off. At this point I attempted to reinstall Norton which would get to the point where it indicated services starting and then just remain there for a couple of hours with the task in task manager not responding status most of the time. After waiting a long time I canceled the install and ran the uninstall and then download and ran the Norton power clean which only found and fixed a registry key. I then attempted the install again and got the same results where it got to the point of starting services and then would just hang with the not responding status in task manager. It did appear to be running but most of the time it display not responding and occasionally the status would change for a second or two and then go back to not responding again. The only changes prior to this were installing the Skype in the Windows download and the HP printer s/w detected an update that was installed. Both were removed including all of the HP printer software. The only other strange event was after the problem started was when I went to the Comcast site to get the Norton Security Suite download again and the install process installed the Xfinty toolbar which I removed the check in the box selecting it since I did not want it but it was installed anyway. Before doing the NSS download I attempted to uninstall the toolbar which would not run because Norton popped up indicating it was unsafe and was blocked. It did not do this when it was installed only when I attempted to uninstall it. At this point I removed Norton, Restarted and the removed the Toolbar. After giving up on the NSS install I checked and updated Windows defender and ran a scan which did not detect anything. I am running same version of NSS on two other laptops, Both Windows 8.1 with all updates and have not had this problem.
