All: I have reverted to Norton version 22.24.8.36, on both Edge and Opera GX, both current releases. I do not get any alerts with Safe Web or Safe Search Enhanced. The issue has to be specific to version 24.xx Norton.

Are you seeing this with an iPhone? Your original post used a Windows 11 label? That is why @bjm has been posting images from Windows Safe Web feature.
You mention leaving VPN off on iOS 18.2. Is it the actual VPN or the Safe Web feature you are turning off? On iOS, the Safe Web feature uses the VPN icon in the notification area at the top of the screen.
I get the same on iPhone SE 3 , iOS 18.3.1 with Safe Web enabled.
But I also get the block in my Brave browser that you are seeing. Must be a Windows based detection that would not affect a mobile OS. Need to wait for your submission to get sorted.

This has happening with iPhone 16, iOS uptodate. I MUST keep VPN off. I had a call to the supplier, that cost me $200 for a visitor and that was the problem
