Norton Sub-menus do not function

I have Norton 360 Premium package that is listed as active after the auto renewal in mid Feb 2020. If my computer (i.e. quality Predator laptop) is turned off for some time and I start it up, Window 10 is suppressed from starting up. I have to manually shut down the computer by holding the Power button down and then immediately starting the computer again in order to get Windows functioning. I turned to the Norton package for answers; however, when I select the Norton Icon, I get the main menu (i.e. Security/VPN/Backup/Cloud backup etc.  If I select any of the sub-menu items (i.e. Quick Scan OR any other), I get a vacant transparent window (i.e. I see frame borders but can't see any information of the sub-menu as the inside of the frame is transparent so the main menu is still visible).  I have uninstalled the Norton software and downloaded the Norton software a number of times without any change in the functioning of the software. I even tried it using different browsers without any success. As Windows software and Norton software appear to be updated periodically, I am at odds as to what the problem is and I fear that there may be some sort of malware on my machine. However, my other software appear to work OK despite the above issue. As I can't even do a quick scan or use any of the other Norton facilities, I'm at a loss as to what my next move can be. Any helpful suggestions would be appreciated. Unfortunately "The Chat with Norton Support" is no longer operating to assist me at this time.  PS: No error messages appear when selecting sub-menu items.
